Nothing outside of fire will actually FUSE skin.

Cynoacrylic glue will do one heck of a bond, that's easily broken with acetone.

There is a surgical-grade 'superglue' that's used for closing skin incisions after surgery without the need for stitches. It holds long enough for the skin to heal back together.
No glue will be truly permanent on skin, because we constantly shed bits of the top skin layer, and when that happens the glue would be shed, too.

Believe it or not, if you have cut yourself deeply and you need a quick splint, super glue will do it. If you accidently glued skin together, nail polish remover will "undo" it.

Well, super glue definitely does that, but it is not necessarily permanent... I am very curious as to why you want to fuse your skin together... hmmmmmm
